Russia has undertaken five 'waves' of economic upheaval prior to the current Gorbachev-Yeltsin perestroika. The chances for the permanent success of market economies is much greater this time. Several political, historical and economic precedents are analyzed.

Boris Yeltsin's success in the Apr 25, 1993 referendum can partially be attributed to improving economic indicators. The result has helped reformers regain power over economic policy, but the economy is still at the mercy of the whims of the central bank.
