Article Abstract:
German citizenship laws favor those of German descent, even if they have lived outside Germany and speak no German. They can prevent others gaining German citizenship who have been born in Germany and have grown up there. There are plans to reform the laws, and the Social Christians and Christian Democrats oppose proposals to permit dual citizenship. The parties have selected the wrong issue, and a campaign could attract right wing extremists, but could also inflame ethnic relations.

German Chancellor Helmut Kohl is calling for sweeping reforms to Germany's social welfare system, which is both very costly and very popular with the German electorate. The system is based on a consensus model of government, but that consensus may be undermined by opposition to the cuts.
