U.K. official rejects Railtrack's proposal to overhaul system

Railtrack Group PLC's plans to upgrade and maintain railways in Great Britain has been turned down by the country's rail regulator. Regulator Tom Winsor said the plans were "profoundly unsatisfactory."

U.K. regulator eases on railtrack in wake of fatal train derailment
