Ukraine and Russia seal a deal

Russia signed a pact acknowledging Ukraine as an independent nation, and seceded the Crimea to Ukraine, a difficult concession since a large percentage of Ukraine's people are ethnic Russians. Russia should not assume that, in exchange, it has veto power over any new NATO applicants.

Tough enough: Ukraine
Article Abstract:
Ukrainian economic reforms have stabilized the currency but since the finance ministry has not issued a budget the International Monetary Fund is delaying aid. Also, uncertainties about Russian policies towards selling oil and gas prevent further stability.
