Article Abstract:
In France, Victor Scherrer, president of the National Food Industries Association (ANIA), has produced a report on the French food industry at the request of the Economic and Social Council in order to show that the food industry is not simply an extension of agriculture but an important fully-fledged sector which does not need to come under the wing of agriculture, or to be controlled by retailing. The sector is the biggest user of logistics and advertising services. According to Mr Scherrer, the sector must invest more in industry communication, such as visits to plants, in order to explain how it works and its quality processes. In his report, Mr Scherrer tops his list of recommendations with the growth of public research in the food industry, and the coordination and rationalisation of existing export tools so that France can keep its place as the worlds' leading food product exporter.

While ANIA, the National Food Industries Association, favours the quality aspect of the Agricultural Orientation Law, it has nevertheless formulated several amendments to it, particularly the creation of a direct access pathway to the indication of geographic origin. ANIA is also asking to separate the attestation of special characteristics and French quality signs as well as the protection and valorisation by the attestation of special national know-how which is written down in the usages and regulations. Although ANIA says that it is satisfied with article 40 of the Quality section of the Agricultural Orientation Law, the article concerning the protection of geographical names and the usages by attestation of special characteristics, it feel that the Institut National des Appellations d'Origine (INAO) must be reformed in order for this project to be possible.

CERQUA
Article Abstract:
At its latest meeting, CERQUA, which includes all food sectors under Label Rouge and regional quality labels, discussed the quality section of the next Orientation Law. CERQUA thinks that setting up the IGP (a protected geographic indication) without prior certification, risks making product quality homogenous and commonplace, leading ultimately to a quality labels without IGP becoming more marginal. CERQUA also thinks that words such as 'farm' or 'produced at the farm' should not penalise the labels which use them a lot. However, CERQUA is pleased with the creation of special professional quality and origin associations, but it deplores their lack of power in suiting the supply to the demand. It is satisfied with the arrangement which provides for using a geographical mention other than the IGP on products with quality labels or certificates of compliance.
