The widening US-China trade deficit raises some questions regarding China's reaction to US actions restricting China's entry into the US market. Economists and experts are at odds regarding the trade deficit report by the US Department of Commerce stating that the bilateral trade deficit for the first quarter of 1997 grew by 38% from the 1996 figures. Some economists regard the deficit as a natural occurrence while others are predicting that it may last for years and that the offset may threaten US jobs.

China's bid to join the World Trade Organization (WTO) suffered a major setback after US officials stated that its new market access plan was unacceptable. In testimony before the House Ways and Means Committee, acting US Trade Rep. Charlene Barshefsky described the offer as inadequate and warned the Chinese against imposing new trade impediments even as its application for WTO membership was still being considered.
