Foreign companies are investing in South Korea in order to contain the copying of their products by local manufacturers. This has prompted the South Korean government, troubled by the prospects of foreign firms competing with local manufacturers in South Korea's domestic market, to strengthen the country's anti-piracy laws. The government believes that protection of intellectual property is a crucial factor in their efforts to build a high technology manufacturing base necessary for the country to become an industrialized country by the year 2000.

South Korea's property market is in the doldrums because of government actions intended to slow speculation and curb corruption. A requirement that officials register their land holdings has led to fire sales of property, and a new tax on excessive land value has brought complaints and checkerboard redevelopment. Some brokers predict land prices will decline through 1994 as ever-changing definitions of development discourage speculators and land owners.

The South Korean government has controlled inflationary trends in its economy on the eve of the presidential elections scheduled for December 1992. Bank interest rates which are controlled by the government have fallen, causing a decline in business investment and a sharp slump in domestic growth. South Korea's trade deficit, too, has declined. Chinese exports are now taking precedence over South Korean exports in Japan.
