When sanctions don't work

Article Abstract:

Iraq has been affected by sanctions imposed by the United Nations Security Council in 1990 after the occupation of Kuwait, and were maintained in a bid to force Iraq to give up weapons of mass destruction. Sanctions have led to the collapse of the economy and even the water supply and sewage services are affected. Hospitals lack drugs and equipment. Infant mortality has risen. An oil-for-food program has provided some humanitarian relief. but there are problems in linking the welfare of ordinary Iraqis to disarmament issues.
