The Clinton administration's decision to sell high-tech arms to Latin American countries is seen as a potential cause for an arms race in a region that is fraught with political uncertainty even though most of the governments are democratic. The change is based on economics as well.

Despite the Dayton Peace accords, civil and ethnic unrest still threatens to spill over into violence and war. The war of 1991-95 was precipitated by a Serbian effort to unite ethnic Serbs in the face of a dissolving Yugoslavia. An analysis of the ongoing situation is presented.
