PGW ratepayers march in protest over natural-gas bills

Energy consumers are protesting steep rate increases by Philadelphia Gas Works. PGW, which has threatened to cut natural-gas service to customers who fail to pay their utility bills, has been targeted by a coalition that represents 187 community groups.
