Mayor Kip's right-hand Walter Monsour instructed the Dep artment of Public Works to implement the new traffic impact policy in August 2007 without the Metro Council;s approval. The regulation requires a fee on everything built in Baton Rouge, with the dollar amount varied by the size of the structure and the type of tenant. Builders are not happy with fees considering the economic impact of all the sa les and and property taxes that arise from their projects.
