A budgetholding experiment in New Zealand
Article Abstract:
A case study examined the budgetholding experiment undertaken by a New Zealand health center. Budgetholding made no immediate impact but subsequently affected patient services. The budgetholding project led to savings which were used for extra services, including part-time counsellors and purchase of initial referrals to private specialists for children with ear, nose and throat complaints. Findings also suggest that general practitioners are dropping practice-based budgetholding in favor of independent practice associations to foster contract negotiations and to make dealing with secondary care providers easier.

Effects of new control systems in Swedish health care organizations
Article Abstract:
The impact of new control systems in Sweden's health care industry is examined. A traditional budget system is usually abandoned in favor of a system on which payments made to hospitals for services are based. Results show that the new system had both functional and dysfunctional consequences. The most important functional result is improvements in productivity. However, higher productivity requires reductions in capacity at particular production levels.

Article Abstract:
The New Zealand government, as a reform policy, adopted quasi-market arrangements for the community mental health services. This paper concluded that accountants, in failing to assess performance of the whole network, did not understand the theoretical frameworks underlying the reform.
