The South African economy is seeking to undergo a transition while the labor force is unskilled on the whole and policymaking and diplomacy have been learnt by the government on the job. Thabo Mbeki is to take over from the president, Nelson Mandela, in 1999, and concerns about succession have eased. There is a lack of middle management skills and the solution is long term through progress in education. South Africa offers a launch pad for investors in the continent south of the Sahara.
