Article Abstract:

The arguments regarding the chancellorEs pre-Budget report that is expected in December 2003 to be declaring increase in public spending and borrowing, with tax revenues down are presented. The various speculation in terms of different issues that shall have chancellor reviewing its proposals such as laying some compensation on some state benefits for low earners, are highlighted.
