Medium-term borrowing facilities
Article Abstract:
OECD residents' arrangements of medium-term borrowing facilities which comprise both note-issuance facilities and euro medium-term notes (EMTN) have reached $155.7 billion for the first four months of 1996. Arrangements of EMTN programmes have also increased to $136.7 billion from $77 billion during the same period in 1995. The factors that contributed to the increase were the arrangement of large programmes by US government-sponsored mortgage credit agencies and German banking groups increasing the ceilings of existing borrowing programmes.

The international syndicated lending market registered a marked decrease from $106.6 billion in the Jan-Apr 1995 period to a mere $53 billion a year later. A decline in borrowers' interest as well as an extension of the average maturities are the possible reasons behind the slack in international syndicated credits. However, non-OECD countries raised their internationally syndicated credits from $11.4 to $11.7 billion. The US and UK were the top players in the international loan market for that period.

Year-on-year figures show that the volume of internationally syndicated credits rose by 26.5% from $93.8 billion to $118.7 billion in the first four months of 1997. Syndicated lending has been fuelled by such factors as mergers and acquisitions, project-related structures and favorable market conditions. The biggest borrowers in the international syndicated loan market include the US and UK among OECD countries, and Indonesia, Russia and China among non-OECD nations.
