John Pelly, Finance Director, West Lambeth Health Authority: a healthy market with no losers?

Article Abstract:

The UK National Health Service (NHS) has been reformed by the Conservative government in order to separate health care suppliers from the purchasers of health care, and to promote an internal market within the NHS. West Lambeth Health Authority Finance Dir John Pelly is overseeing the Health Authority's efforts to become more efficient. Pelly states that the management and financial reporting systems have been restructured to increase accountability. The finance department has had to create a system for recording patient's residences, their health authorities, and their doctors since the Health Authority can only receive income from billing the patient's health authority.
