Article Abstract:

The UK Labor party has promised not to increase tax rates for two years if it wins an election. There is still concern that the government will have to spend more, and taxes may have to be increased. There are a large number of ways of increasing taxes and they include an end to mortgage tax relief for private homeowners, and a restriction on tax benefits for personal equity plans to the basic tax rate. Personal tax allowances could also be reduced. Taxpayers could take a number of steps before the end of the 1996 to 1997 tax year, such as using capital gains tax allowances for this year.

There are over 2.5 million British employees involved in share schemes, according to data from the Inland Revenue. Gordon Brown, chancellor, aims to increase this figure. Employees may be allocated stocks that are free or cheap, or they may take part in stock option plans. Schemes approved by the tax authorities have tax advantages, so are more popular. Such schemes include Save As You Earn Schemes, and Approved Profit Sharing. There are also Company Share Option Plans. Capital gains tax (CGT) is charged for approved schemes, but employees can use a CGT allowance.

Protected and guaranteed equity products may be suitable for investors seeking to protect gains or seeking to protect new investments from a possible crash. Guaranteed equity bonds provide full capital protection and may be in the form of six and five-year bonds, with guarantees offered when the bonds are held until they mature. Protected stock market bonds are similar and the degree of protection varies. Protected personal equity plans provide a tax shelter for gains from protected investments. There are also protected unit trusts.
