Article Abstract:
Medium-term borrowing facilities had a poor performance in 1997 with the exception of the euro medium-term note (EMTN). Overall, the 1997 performance of borrowing facilities is just $2.3 billion ahead of 1996 figures as the increase in EMTN was offset by the poor showing of other borrowing facilities. The euro-commercial paper issues decreased by $31 billion to $49 billion with members of the Organization for Economic Cooperation and Development subscribing to a majority of the issues.

Article Abstract:
Data from the Organization for Economic Cooperation and Development showed that arrangements of new international medium-term borrowing facilities reached $331.8 billion from Jan 1997 through Sep 1997 versus $352 billion for the same period in 1996. Note-issuance facilities, committed back-up facilities, euro-commercial paper arrangements euro-medium-term notes and other non underwritten facilities constituted these medium-term borrowing facilities.
