Missed opportunity for state savings bank

National Savings is a United Kingdom state-owned savings banks which has seen more funds cashed in than saved in 15 months of the 16 months to Jul 1998. National Savings is not seen as offering especially competitive savings rates, and funds are not needed from this route, since the UK Treasury already has enough tax revenue. There is criticism of excessive bureaucracy anmd the image is seen as old fashioned. Restructuring is being carried out but has yet to be completed.

The government is planning changes to the capital gains tax system to simplify it and make it cheaper to run. Gilts and bonds will be affected by the proposal to tax gains on gilts as income. Also transfers of gilts between husbands and wives may not be able to benefit from 'no gain no loss'. The indexation of losses has already been scrapped, although some transitional relief was won for 1994-95.
