NAFTA study a let-down

Article Abstract:

A study on the North American Free Trade Agreement (NAFTA) by Royal Bank Chief Economist John McCallum was disappointing as it lacks depth and has an unclear review. McCallum gave an average rating to NAFTA since it failed to eliminate trade disputes, a function that was not in the jurisdiction of NAFTA. The review would have improved if McCallum focused on the role of dispute-settlement initiatives in connection with the agreement and on the relevance of NAFTA, especially in time of huge trade deficits.
