Norwich Union is carrying out a stock flotation and members will be given free shares as well as offered more shares at a discounted price. The company is losing its mutual status and raising funds. Investors should not put all their savings into buying the shares due to the risk involved, though they could invest part of their portfolio in this offer. The price could rise after the flotation but there may be only a short period when stockholders can sell at a profit.

Offshore financial centers allow tax planning for investors. They have developed where tax levels are, in countries such as Luxembourg. Dublin, Ireland, and Luxembourg both compete for insurance and cross-border funds, in addition to private banking. The Isle of Man, Jersey and Guernsey are also competing and attract institutional investors, trusts and private banking. Western Samoa is among South Pacific centers competing for funds from Hong Kong.
