Scotland is experiencing uncertainty about proposals for devolution. Observers express fear that devolution is likely to be implemented The proposals in the Scottish Office consultation paper were deemed lacking in detail and difficult to debate. Scotland's Secretary of State, Ian Lang, asserts that devolution has the support of major political parties. The electorate and local authorities anticipate favorable changes in the second consultation paper.

Counting the real costs of Scottish independence

Article Abstract:

The general elections in the UK will involve definite consitutional changes. Voting trends may either increase the number of Conservative Members of Parliament (MP) or leave Sir Hector Munro as the only Scottish Conservative MP. Moreover, problems are foreseen in Treasury functions, the estimation of Northern Ireland's tax revenue contributions, the control of expenditure shares in the UK and effects of UK tax changes on the Scottish parliament.

Problems with export of English legislation

Article Abstract:

Scots are becoming increasingly annoyed by the imposition of laws created for England and which are inappropriate for Scotland. One example is the enforcement of the Local Government Bill, which regulates compulsory competitive tendering. Scottish local authorities are experiencing great difficulty in applying legislation which does not allow for specific circumstances in Scotland. The effect on the British elections is analyzed.
