Uncovering implementation problems keeps TQM on track at Iowa's Department of Employment Services

Article Abstract:

The Iowa Dept. of Employment Services (DES) decided to adopt total quality managment (TQM) principles to increase productivity. The agency established a committee that will hear employee reactions to TQM as well as develop and implement specific TQM guidelines. Although DES' approach to TQM was commendable and could eventually result in concrete improvements, it does highlight key issues that need to be addressed in adopting TQM in government agencies. These issues include the need for constant communications between management and its employees, the need to stimulate concrete quality improvements in the short-term and the importance of formulating real applications of TQM in day-to-day operations.
