Unemployment - Time to Rewrite the Rulebook?
Article Abstract:
Unemployment has been underestimated, yet predicted to increase due to economic growth. These indicators fail to recognize the change in definition of full employment due to technological change, competition, demographic characteristics and market imperfections. This is bound to increase due to low level of retirement age citizens and high level of baby boomers searching for employment. Labor costs have become high in the United Kingdom discouraging some possible employment opportunities. The income tax levels are high and discourage marginal wage workers from accepting jobs. Technological change is not necessarily responsible for increases in unemployment. Many jobs will be recreated in new industries. Higher efficiencies also mean greater spendable income. Defeating inflation and increases in public expenditure can affect the level of unemployment. Two types of measures have been introduced to affect unemployment - increasing demand for labor through wage subsidies or job creation or reducing supply of labor through early retirement, job-sharing or shorter work week. Job creation has been minimally employed. Reduction of supply measures proves to be costly. Unemployment is costly. But full employment is hard to define.
