Article Abstract:

The Royal Australian Navy (RAN) experience with its Collins-class submarine program carries important lessons for the US and other navies. The main lesson concerns the assessment od risk in a new program. The second lies in faulty contracting practice. The remarkable success of the RAN's decision to consult Australian defense scientists for solutions to the various design problems of the Collins carries another important lesson other navies could learn. This is that there are many benefits in being able to access major, government owned and operated laboratories at home and abroad.

Cole highlights survivability

Article Abstract:

The survival of the destroyer USS Cole after a terrorist bomb attack on Oct 11, 2000, is a tribute to the ship's crew as well as to its designers and builders. The ship maintained onboard power despite extensive skin damage from the contact explosion. Destroyers such as the Cole are essentially unarmored because, given their size, it is impossible to cover any significant area with armor likely to repulse modern anti-ship missiles.
