Article Abstract:
The UK government's private finance initiative (PFI) would be more effective if it were handled in a more transparent manner, according to Richard Curl, a partner with law firm Dibb Lupton Alsop. He is frequently involved in advising consortia about the issues associated with bidding for PFI projects. He finds that private companies often lack understanding about how their bids are scored and about the weighting which may be attached to factors such as risk transfer. He believes that some government departments remain unaware about what is financially attractive to the private sector and what is not.

Theft of equipment from UK building sites still amounts to around 1 billion pounds sterling a year, despite efforts by the Home Office to clamp down on this problem. Security technology which should deter potential thieves is now being made available, but it is likely to be some time before it is widely used. Security for a construction site as a whole will generally be determined by the site's location and the level of risk. Taylor Woodrow, for example, uses outside security companies on sites where there is believed to be a significant danger of theft or vandalism.
