Article Abstract:
UK multidisciplinary firm DGI has secured a contract in Neftyugansk, western Siberia to build a new children's hospital. The contract is worth 6 million pounds sterling. DGI is to provide design work, supervision, hospital equipment, drugs and staff training. Most of the external work should be completed by Oct 1993. Internal work will continue throughout the winter and the final external brickwork will be completed by mid-1994. Extreme cold makes work difficult. Electric probes are placed in concrete foundations to heat the concrete. This stops it from freezing and bursting.

Geoffrey Piper, bursar of University College, London, is chairman of a group which has published guidelines for higher education institutions which will help when procuring buildings. Main points of the guidelines include emphasis being placed on quality as well as value. Recommendations of up to six tenders should be invited, except for design-and-build which should be restricted to three. A time limit of six to eight weeks is suggested for tenders to be prepared. The guidelines have been circulated to all higher education institutions.

Franklin and Andrews has devised a simplified bill of quantities which it issues to tenderers and which is mainly used in the company's service department, where many smaller items are specified.
