A new approach to risk spreading via coverage expansion subsidies
Article Abstract:
A proposal developed to subsidize low-income individuals and families and addressing the issue of inefficient and inequitable risk pooling is presented. The proposal is said benefit high-cost individuals as well as those individuals currently pooled with high-cost people.
