Article Abstract:

Attainment of public target by a culture depends on the type of motive its experts possess. A culture tends to achieve public target whenever each of its experts is driven by a private motive to make a recommendation accepted. On the other hand, attainment of public target tends to be elusive for a culture in which all of its experts are driven by a public motive to enhance the likelihood that desirable action will be carried out.
