Assessing 50 years of African-American economic status, 1940-1990
Article Abstract:
An analysis of Afro-American economic status evolution between the 1940s and the 1990s reveals that Afro-American men registered a relative improvement in their weekly earnings between 1940 and 1980 with the years following showing a steady decline. The study points to several factors that may have induced the decline including shift in labor towards more skilled jobs, changing industrial distribution by race, a disproportionately negative impact of diminishing blue-collar jobs, location of residences in urban areas, competition from immigrants and imports, statistical discrimination, among others.

Private enforcement of public laws: a theory of legal reform
Article Abstract:
An analysis of the underlying mechanisms controlling private enforcement of public laws reveals that institutional reforms may generate benefits that public law enforcement stands to enjoy. Private enforcement has several benefits but it is the ultimate goal of public laws to be enforced by public entities and institutional reforms that may play a part include tax reform federalism reforms and other incentive-based reforms.
