Capital Flight from Russia

Article Abstract:

This paper discusses the flight of capital from Russia and determines from comparative studies that capital control can not prevent it but results in distortions in the economy. It suggests a gradual elimination of the root causes which are the uncertainty over policies, the confiscatory nature of the tax system, the banking system's weakness and the unusual power of vested interests in the energy sector.
