Convertibility of the rouble

Article Abstract:

The USSR studied proposals for the internal convertibility of the ruble in 1991. These included the right to own cash deposits exchangeable in foreign currencies, the right to pay for imports in rubles, and the right of foreign enterprises to repatriate profits with rubles exchanged at the market rate. Introduction of convertibility will prevent inflation, encourage foreign investments and exports, and stimulate relations with international markets. The successor states of the former USSR should establish the political conditions necessary for the ruble's convertibility.

The 1947 Soviet famine and the entitlement approach to famines

Article Abstract:

Famine in the Soviet Union in 1947 caused between 1 million and 1.5 million deaths. The famine was triggered by drought, but it could have been prevented if surplus food in the hands of the government had been distributed.

This paper points out the existence of an equilibrium path related to monetarist arithmetic. Specifically, tight money can lead to a transitory increased in the retirement of government debt, and lower debt.
