Crisis averter, crisis lender, crisis manager: the IMF in search of a systemic role
Article Abstract:
The International Monetary Fund (IMF) has emerged as the international lender of last resort, a fact that is attested to by the proliferation of the organization's lending windows. There is a need to rethink the way the IMF allocates funding so that the organization can assume the role of a crisis averter. Such a shift in direction for the Fund requires the creation of a blueprint that is capable of distinguishing both the desirable and feasible from what is not.

Restructuring the IMF's lending facilities

The International Monetary Fund makes it possible for member countries with balance of payment problems to borrow money. The history of the IMF includes expansion of lending facilities, plus examination of borrowers to determine whether they were complying with the purposes of the fund.
