The Reagan Administration has conducted a policy of 'constructive engagement' towards South Africa for three years American officials may be involved in peace negotiations between the Angolans and South Africans, which may result in the withdrawal of South African troops from southern Angola. A subsequent withdrawal of the 25,000 Cuban troops in Angola, may lead to independence and elections for Namibia, supervised by the United Nations. The presence of the leader of the Angolan nationalistic movement may provide a vital link to the success of the negotiations.

The Reagan Administration appears to be without a policy on Lebanon, following the Marine's withdrawal on February 26, 1984. The Marines will be kept for the time being on naval warships off the coast of Beirut. Reagan has rejected Lebanese President Gemayel's request for more extensive American military personnel to remain in Beirut. Reagan avoided analyzing the Labanese situation at last week's press conference. A broader Middle Eastern policy may be in the works for the future.
