Devolution, grants, and fiscal competition
Article Abstract:
Robert P. Inman and Daniel L. Rubinfeld's discussion on federalism failed to take into account the issues of allocation which is an integral part of the problem of federalism. They limited the distribution of responsibilities to government levels within the realm of the efficient provision of public services. Another issue which Inman and Rubinfeld did not address was jurisdiction's role as different from those of single individuals such as sovereigns. The current debate on federalism should focus on the structure of the federal organization.

Tiebout? Or not Tiebout? The market metaphor and America's devolution debate
Article Abstract:
The demand for shifting resources and authority to lower levels of government is the result of accusations that over-centralization is the cause of the American government's illnesses. Charles M Tiebout and other theorists based their predictions of efficiency gains through the existence of several levels of government responsible for redistribution. Daniel L. Rubenfeld and Robert P. Inman's discussion on federalism made a blunder on citing the price effect of welfare reform if federal matching were to be abolished.

Rethinking federalism
Article Abstract:
Federalism, which is the US system of government, has transcended national borders and has been accepted by other countries including South Africa, the former Soviet Union and Europe. The three types of federalism include economic federalism, cooperative federalism and democratic federalism. There are three reasons why governments should choose federalism, namely, the efficient distribution of national resources, political participation and the protection of basic freedoms and liberties.
