Explaining all three-alternative voting outcomes
Article Abstract:
Questions regarding positional voting procedures have been the subject of significant attention for many years. Two of the most common voter position, the standard plurality method and the Borda count are used widely but contain paradoxes. A theory to account for all possible three-alternative pairwise and positional voting results is presented. The theory considers preference aggregation paradoxes, cycles and differences between Borda and Condorcet winners. An explanation of the identification, interpretation and profiles of each paradox is presented. One significant discovery is the critical error in the Condorcet winner.

The 'code of conduct' of the Commission towards the European Parliament
Article Abstract:
Conflicts between the European Parliament (EP) and European Commission (EC) led to the adoption of a code of conduct on Feb. 14, 1990 to govern the EC's dealings with the EP. The code makes the EC accountable to the EP and provides the EP with control over the composition of the EC's annual legislative programs. It also requires the EC to adopt amendments proposed by the EP to Council common positions.
