How France Would Like to Untie the Budget Knot

Article Abstract:

French President Mitterrand hopes to propose that there be no net increase in agricultural price supports for 1984 at the European Economic Community (EEC) Commission meeting. The French support a limit to monetary compensatory amounts (MCAS) which subsidize farmers despite exchange rate changes. A settlement may be in the making with the cooperation of the West Germans. A more difficult issue will be a resolution of the Mediterranean integrated program, which has been developed to help modernize the rural economics of southern Europe. Strong differences exist between the British and French leaders on this issue.

Would economic democracy decrease the amount of public bads?

Article Abstract:

It is not clear that democracy over economic matters, that is, allowing the public to make economic decisions, would result in a reduction of social costs, or externalities such as pollution. It is commonly argued that such externalities are more likely to result from decisions being taken by those with economic strength, or capital, but factors such as the impact of interest groups could result in an identification of interests between the median voter and those who own and control the means of production.
