Licensed to Kill: The State as Terrorist
Article Abstract:
Examples of international terrorists in which governments are known or suspected of being involved are given. At least twenty-five percent of the 1,100 international terrorist incidents in 1983 were dictated or assisted by national governments. The current spotlight is on the Libyan regime's terrorist activities against Libyans living in exile. Colonel Qaddafi is committed to using violence in order to achieve the return of all Libyans to their homeland. British-Libyan relations have been seriously strained.

Why Kashmiris Kill in Birmingham
Article Abstract:
Members of the alleged Kashmir Liberation Army kidnapped and killed an Indian diplomat in Birmingham, England, in February 1984. Since Kashmir was once independent, it is a fertile ground for unrest in India. January 1984 riots killed nine and injured 2,500.
