Issues concerning the need to reduce the working force of enterprises in the Ural region during the 1990s are examined. Topics include the relationship between production and employment levels, characteristics of workers according to age, competitive forces, strategies for reducing workforce, relationship between enterprise and shareholders, and the need for the government to protect the social rights of workers.

Economic indicators are presented for the Russian region of Altai Krai for the years 1993 through 1998. Categories include specific sectors such as agriculture, construction, communications, science, financial services and social organizations, which are also divided into different employment levels, such as workers employed less than full time and those out on leaves of absence.

Industrial capacity: status and utilization

An analysis is presented on the obstructions hindering full utilization of Russia's industrial production capacity. These include an outmoded emphasis on production for the military, limits on the usage of raw materials, inadequate and outdated technical infrastructure, and product noncompetitiveness.
