Primary education as an input into post-primary education: a neglected benefit

Article Abstract:

The low levels that rates of return of primary education had reached in some developing countries such as Uganda and Cote d'Ivoire have, surprisingly, not proportionately reduced the demand for such education. One good explanation for this is the benefit that individuals see in primary education, namely, the chance to go into post-primary education and reap rewards later in terms of higher wages.
