The Russian model of "negotiated federalism": political economic analysis

An analysis of Russian federal institutions reveals that Russian federalism is forming spontaneously and that those involved do not have constitutional traditions to follow. Topics include economic inequality among regions, conflicts in political interests, threats to the unity of the state, and few political resources; consequences of cooperative federalism, such as lobbying of regional authorities is mentioned.

The ecological consequences of subsidizing the energy sector in Russia

Article Abstract:

A discussion of the effect of subsidies on the amount of harmful gases emitted in Russia with predictions to 2010 is presented. Topics include energy prices for industrial consumers and households in 1990, energy subsidies available in 1990-1996, consumption of natural gas and a decline in the use of furnace oil, and consequences of eliminating subsidies.
