Taxation and housing: old questions, new answers
Article Abstract:
The tax reforms of the 1980s made dramatic changes in tax policies related to housing. Homeowners' tax-exempt imputed income was lowered as a result of the reductions in marginal tax rates. The Tax Reform Act of 1986 led to a decline in the amount of mortgage-interest deductions. Some 28.1 million taxpayers claimed these deductions in 1985, compared to an estimated 24.1 million in 1991. The act also reduced the incentive for investing in rental housing. Changes in tax policy appear to have little effect on home prices or rental property values.

Demographic change, intergenerational linkages, and public education
Article Abstract:
Various demographic changes will significantly affect the level and composition of public spending on education programs. However, contrary to the popular belief of generational welfare, elderly people are seen to be supportive of education programs and will likely approve expenditure programs for education. Age-related factors that promote public education in the country have not always been present since its inception. Funding for schools in Illinois, Massachusetts and California have markedly changed during the 1900-1990 period.

The effect of property-tax limits on wages and employment in the local public sector
Article Abstract:
Regulations covering property tax limitation affected wage and employment behavior in the local public sector. The introduction of the property taxes significantly conditioned relative wages for public sector employees and employment growth rates. States that adopted such limitations had slower wage growth for local government employees. Tax limits also exhibited interactive effects with state laws that affected local labor unions.
