The Unions Sent Out in the Cold
Article Abstract:
British union leaders and members are incensed by government prohibition of union members from the secret communications center at Cheltenham. It is not clear if this policy may relate to an incident in 1981 involving a workers' pay dispute and the disruption of work at the signals center. The United States has been pressuring the British to tighten security at the center. The British leaders feel this is a unique situation and have no plans to extend this policy outside the field of security and intelligence.

The government ban on union membership at the Cheltenham GCHQ signals center continues to be a source of friction between the British government and the civil service unions. A committee recommends that if the unions impose a no-strike rule on the Cheltenham workers, the ban should be withdrawn. Government officials have refused to support this recommendation. An agreement was reached between government and union officials regarding members' payment of a political levy.

Britain's Sir Geoffrey Howe is under severe criticism for his decision to ban unions from the government communications center at Cheltenham Government Communication Headquarters as a danger to national security. This is widely viewed as an attack on civil liberties. Experts urge that it is not an effective way to increase security. The Cheltenham facility has other security problems.
