Transient poverty in postreform rural China
Article Abstract:
An analysis of transient poverty in rural China between 1985 and 1990 reveals that about 40% of transient poverty is found among those not poor on average but almost all of this for households whose mean consumption over time is more than 50% above the poverty line. The findings suggest a review of public policies aimed at fighting poverty through poor area development programs.
