Youth Training
Article Abstract:
The British Youth Training Scheme (YTS), which had hoped to fill 375,000 out of 460,000 job vacancies, is running far behind. The program has been open only to 16-year-old school drop-outs. It appears more 16-year- olds are staying in school, more jobs are available and many eligible applicants are unaware of the program. The quality of work training is inconsistent. Training tends to be of the traditional type. At this time, it is impossible to determine whether the program is having an effect on the wages of school drop-outs, which are much lower than adult wages.

On-the-job training, layoff by inverse seniority, and the incidence of unemployment
Article Abstract:
Cultivation of adequate perceptions of job security is necessary if employers expect senior employees to cooperate in training new recruits. A comparison of the benefits associated with wage-based versus seniority-based layoff in employee contracts is conducted. Findings indicate that layoffs structured on an inverse seniority basis tends to minimize sabotage by senior employees in their training of new recruits.

Training the Bulge
Article Abstract:
West Germany has done well in providing employment for its youth. Its vocational education program provides on-the-job training, as well as conventional learning. Industry is strongly encouraged to provide jobs. Problems include red tape, low cost-benefit ratio, and the attitudes of the trainees.
