Article Abstract:
Issues relating to the role of the Office for Fair Access (Offa), the first statutory regulator to oversee an part of the higher education system in the United Kingdom, are examined. It is argued that while the policy proposals for Offa guarantee university control over admissions while threatening those that recruit too many wealthy students with fines, the policy document is curiously light-weight, offering more of a string vest for higher education that a straitjacket.

Article Abstract:
The UK government is rumoured to be contemplating suggesting that the link between research and teaching in higher education be severed. It is argued that this would be a big mistake, as the link between the two disciplines is now more important than ever as an understanding of research processes gives students the ability to cope with and understand a world of "supercomplexity".
