Experts believe that despite the realistic concern for a nuclear terrorist attack, the 'ultimate catastrophe' can be prevented with the right plan. A "Doctrine of Three Nos", which outlines a series of strict guidelines for securing and containing nuclear materials, is presented, along with the contention that the prevention of nuclear terrorism will only succeed if there is serious cooperation among nations.
