Article Abstract:
Issues concerning characteristics and possible remedies of the energy crisis in California, United States, in 2001 are discussed. Particular attention is given to ways of balancing the supply and demand sides, including applying deregulatory techniques.

The American public feels that criminals get away with serving only a fraction of the just punishment for the crime they committed. There is a need to establish a system of just punishment to discourage would be offenders.
