Stuck between innocence and guilt, exile and return
Article Abstract:
Aid agencies working with the Rwandan refugee camps face moral questions. They were contracted by the United Nations High Commissioner for Refugees to implement an aid programme, but they are dealing with camps which are policed by refugee leaders who organised killings in Rwanda. The military forces were not disarmed when they fled to Zaire and have since made incursions into Rwanda. The aid agencies have been unable to distribute food other than through the power structures in the camps so their choice is whether or not to stay in a situation where they are reinforcing the power of mass murderers.

Currency for the return ticket; historians are playing a key role in Romania's troubled transition to democracy
Article Abstract:
Romania is having problems in dealing with its past, as historians were often used to distort facts to fit in with Communist ideology. There were clashes between ethnic groups in 1990 as Romanians sought to celebrate an anniversary, opposed by Hungarians who fought on the other side. President Ceausescu wanted people to move from the country to the town to aid uniformity, but was opposed by some historians who refused to support his view of history. Romanian historians were in the forefront of movements aimed at ending the Communist regime.
