Article Abstract:

The New Zealand Government plans to introduce a 'variable tuition subsidy' scheme for universities and polytechnics under which poorer institutions will receive higher subsidies while the asset-rich colleges will receive less. The polytechnics are likely to be the main beneficiaries of the scheme as they invariably have less resources. NZ$100 million will be withdrawn from the general tuition subsidy, with NZ$20 million placed in a contestable fund for allocation according to research achievements and the remainder allocated to all degree-awarding institutions.

Scrutineers perpetuate reign of terror

Article Abstract:

Hong Kong's University Grants Committee is a government organisation that oversees funding to the territory's nine higher education institutions. The committee's on-going research assessment programmes are aimed at determining whether it is receiving value for money from institutional research budgets, but are seen by academics as a quantitative assessment, placing too much importance on the amount of published research rather than its quality.
